Thank you for your recent correspondence regarding the proposed housing development at 156 Street north of 14 Avenue in the community of Terwillegar Towne by the group Jasper Place Health and Wellness Centre (JPHAWC).

Funding for the proposed development is provided through collaboration between the Government of Alberta (70%) and the Homeward Trust (30%), a not-for-profit organization funded by the Government of Canada, Government of Alberta, City of Edmonton and community partners.' P1 s" D% P3 ^# z7 a

I would like to outline the federal government's role and efforts in addressing homelessness in general and then specifically comment on the particular project proposed for Terwillegar.

! y, K4 g! N: Z' O
/ U9 q0 \) H& p1 o$ ]Addressing homelessness is a challenge in all regions of Canada. The Homelessness Partnering Strategy (HPS) is a community-based program aimed at preventing and reducing homelessness by providing direct support and funding to 61 designated communities across Canada, including Edmonton.
/ D. K, q* y  S$ l* u0 q$ F% [& n- ?% R
! t$ q. O" b9 y: v  b. WThe HPS partners with provinces and territories, communities, and the private and voluntary sectors to strengthen capacity and to ensure sustainability. It supports research and knowledge sharing to foster a better understanding of homelessness, and it collects and promotes promising practices to help communities design the most effective responses.3 E; q0 t& h& f
, j/ W9 |! w8 f5 }7 u4 N+ r
The HPS recognizes that stable housing is a basic requirement for improving health, parenting, education, and employment. The HPS supports community initiatives that use a housing-first approach, and it emphasizes transitional and supportive housing to help individuals and families move to greater autonomy and self-sufficiency.) X$ ?$ y/ S* N

K* PBy stabilizing the lives of homeless and at-risk individuals, the HPS contributes to our government’s vision of building a stronger and more competitive Canada, supporting Canadians in making choices that help them live productive and rewarding lives and improving Canadians' quality of life.9 M2 z# J$ q2 \  L; j

Our government, through the HPS, has contributed over $79 million to Homeward Trust Edmonton since its inception in 2007. On a federal level, our government reaffirmed its commitment to the HPS in Budget 2013 by investing $119 million per year over five years to the strategy. Additionally, Budget 2013 renewed the Investment in Affordable Housing, with $253 million per year over five years, to work with provinces and territories to help Canadians in need find and keep affordable housing." ]* c6 u6 H$ d  l1 {" X3 G% D

I am supportive of both the HPS as well as the Housing First model as it has one of the highest success rates (86 per cent) for housing and keeping people housed. I have been contacted by many residents in the Terwillegar area who have expressed concern about the location of this proposed housing development.& Z" y- X- a( S" N  F" @( D

: U& G) Y4 h' i( v" s1 _! `9 H4 MSpecific issues such as the lack of services in the immediate vicinity, the high number of units at this building (60), the lack of information provided in response to direct questions as well as a lack of consultation with members of the community are of great concern to the residents.  This has caused further confusion about certain issues; for example, how many of these units will be for individuals and how many for families.7 Q7 w4 @4 E! y- Y

( D9 ?" k2 \( Z- q9 a/ w/ sI have endeavoured to gather as much information as I can on this project from the residents themselves (including attending the information session on July 29th), Minister Dave Hancock, Councillor Brian Anderson, Susan McGee, CEO of Homeward Trust, and the proponent of the project, Jasper Place Health and Wellness Centre.  Additionally, I have carefully considered the feedback from residents about how the proposed project would impact the community.9 O) w4 X9 v" A: S" g
& w/ N9 a3 u6 n9 n6 r8 u

O( V& K. o; rIn my view, there has been insufficient community consultation thus far and inadequate information provided to current residents for this project to proceed.  I agree with the perspective put forward at the forum on July 29th that this project should be put on hold, the proponent should engage in a longer consultation to inform the community as well as hear from them directly in order to address their concerns. The project should only proceed if it is supported by the local community as their support will be required to ensure that it is a success over the long term." Z1 y3 y8 h' ?

* E( `5 l; N( n+ c7 x& EFinally, there are two upcoming open house meetings on the proposed housing project scheduled to be held at the Holy Trinity Church (1428 156 St NW) on August 8 and 15 from 5 to 8 p.m.  Additionally, a community information session is also scheduled for August 22 at 7 p.m. at St. Thomas Moore Church (210 Haddow Close NW).

I have written a blog post at www.davehancock.ca<http://www.davehancock.ca> on this topic which hopefully will provide some information and an explanation of the position I have taken. There are no doubt questions to be raised and answered by the proponent of the project with regard to the nature of the proposed tenants and how they will be supported for success. I have personally been to the proposed site as well as having been to but not yet into the Canora site. Obviously the proposed site will need to be serviced appropriately before the building can proceed. Questions regarding accessing basic service such as groceries are important and need to be responded to in a meaningful way. No one wants a project set up for failure. The project has been talked about as something in development for three years and only now coming to light. In reality this is not even at this time a completed proposal. It started with a grant application to Housing & Urban Affairs (now Municipal Affairs) in the 2010-2011 fiscal year but was not sited until JPWC and Holy Trinity Anglican Church came to an agreement in April or May. There are still many conditions to be fulfilled with MA and with Homeward Trust before funding can be provided and the building commences. There are also development site issues relative to servicing, etc. This is precisely the time for JPWC to be consulting with the community and responding to concerns such as those raise about community safety, availability of and access to services, etc. I will be at the community meeting planned by JPWC for August 22. Unfortunately I was not invited to the community meeting last week as I would have loved to attend and respond at that time to questions which may be within my purview. I am not the proponent of the project. Over the past two weeks I have been requesting information from Municipal Affairs regarding their grant approvals. I have asked my department officials to play a role in understanding the needs and the plans for success of the project and I will be talking to and working with Homeward Trust to determine what factors are necessary for success and whether they can be met. I will continue to follow up with JPWC regarding the factors necessary for success including meeting the necessary condition of appropriate community consultation and discussion.
