A High Voltage question

We know that the recent incident in Suncor,
Two foremen try to use meter probes to measure
14.8 KV high voltage.
This is a stupid move which can cause their life.

I do not have much high voltage experience myself.
It would be a good thing to get myself educated.

Can someone tell us what is the proper procedure and
the proper tools or PPE to do this kind of job?
It could be a life saving knowledge.

I booked myself a high votage training this week,
Hopefully I can have some inputs after that.

Really appreciate those who share their experience and knowledge.

2.Sign on the SIF
3.Wear Hot Gloves and High Voltage Arc Flash PPE.
4.Use highvoltage tester to check if there is power by proper procedure。
5.Grounded both side of transformer.
6. Start to work

I think you are not going to measure the value of high voltage power line which needs special tools to do, just to test if there is power or not.

If you are going to do some jobs on high voltage equipment, you shall follow the proper isolation procedures just like 3# NorthernWolfy said above.

Additioin to his comments, I would like to let you know ours for your reference:
1. With single line drawings in hand and must be TWO journeyman electricians.
2. Permit for sure, and do not forget to put your own isolation lock to power supply side or on site lock box.
3. Make sure all the high voltage equipment and PPE are UPDATED. Like arc flash suits, high voltage gloves, high voltage testers, and no defects to the ground chain.

谢谢北方狼给了我们很多的英文名词术语。
以前在国内，换过大变压器的保险丝，其它两相还带电，只穿着绝缘鞋，就用绝缘棒拿下来就换了，外面正下雨。现在想起还有点害怕。

别说护栏，有时上着锁，告诉他去维修#1已经停电的设备，他楞是打开#2号带电运行的设备的门锁，去维修，自然是有去无回，这个是故事吗？是不是678说的俺老贾精神有问题？我告诉你吧，因为这小子在去工作的路上一直在想如何搞定678他老婆！

air leaking test ribber gloves first and don't forget put leather gloves at out side ribber gloves before you start use your stick, in case damage it.

我在厂里的时候，如有高压的检测维护，都是外包给专业公司。这流程，和几位讲的一点不差。。

Yes, you are right. When you put ground chain on, you need to hook up the ground stud first and then you ground both side of the transformer which is also discharging. But if you Hypot cables(or meggering), you have to use ground stick to discharge the cable at least 15 minuts(or 30 minuts which depends on how long the cable is) when you finish the test.

上学时老师就说过，Epcor就曾经出过这样的事故，3个有数十年工作经验的electrician用600v的表去量14.4KV的switch gear, 2人死亡，一人重伤（带了high voltage gloves）。

居然用错量程,量错电压,这可算是史上最牛的"工业事故"了.

虽然大部分情况不需要带电操作，但你做隔离时总是有电的。

这只是一个老师举的例子，目的是为了分析为什么会出现这样的事故。
我的老师在Epcor也干了20多年了，当然可能不及你的工作经验丰富。

嘿嘿，我也不是很懂，但喜欢看大家讨论一些问题。这才是在国外我们中国人应该做的事。我们以前有个项目，定过ABB的高压开关柜，监测仪表和开关都是低压的，操作很安全。还有进plc的信号。
