Help! --Chinese input

I have done everything i can but my chinese input still doesn't work! this is waht i have done:
  [5 h% e8 H: m( B2 |- Q4 l/ d( F
* w% A6 ?' [4 d2 d, l3 X  a  {Control panel -- Date, time, language and rigional options -- add another language--languages--details --Add Chinese(PRC)
) c* e: ?& _6 Q
, G- B2 v/ A; F1 U+ `9 aA "language bar help" icon (shown as a question-mark icon)then appears on my desktop bottom bar instead of language bar. I can do nothing further.

I am desperated! Anyone can advise? Thanks!!

9 y1 {6 w9 ?) _I think so, i can see i have two keyboard inputs now, but the problem is that i can not shift to Chinese when i press Alt-Shift
