, o" L4 {" e7 D$ a0 RSome of our members were investigated by the government last week about their electrician background and qualification. As a group, we are willing to cooperate with the government to solve the problem. However we want a justice too, why shall we do a high level electrical job in the name of the fake electrician?

1 W5 }) r2 C. B/ F+ S5 NWhen we talk about the whole procedure of this interview, some questions arose about the purpose and fairness of this process:: K: _2 c* A1 t5 {2 k
* d5 x2 M8 Y3 T, OOne of our members inquired about the interview procedure and he was informed it is only a technical interview. But the real interview turned out to be totally different with what he anticipated, very few questions were asked about his technical background. Instead the investigator went through the very detail of his personal information such as your landing date, your travel schedule etc., F9 W4 M# g% O( ~- c! c0 d
: a6 Y/ j$ g' G" U, lThe other interviewees have the same feedback, they were asked to answer some questions like: What is the last time you talk to your reference. Did you tell him what to say etc. Some questions are misleading but they are never told about their right.
# I) F9 h2 J3 Y5 W: aSome of them have the feeling that they are forced to sign a waiver to let the government investigate their immigration document without been told they have the right to refuse and the consequences of this act. The peace officer is among the investigators and we think there should be a proper procedure to interrogate. Is there any privacy protection? We feel something wrong and this should not happen in a democratic country.; K, |5 j9 b* I3 `

We have the concern this investigation was not done properly. We feel very disappointed and insulted. We reserve the right for further action. 2 `4 r& w8 p2 I
After group discussion we have the following concerns we need to talk to the certain authority:

8 h5 N _# ^, ]: g: x3 X5 CThe whole process is based on guilty assumption logic and those interviewees are treated in this way, they are asked to find evidences to prove our innocence. Is this the proper procedure for the investigation?
5 J* {0 {$ r$ f {It has been a long time problem with the government’s electrician qualification screening process. For us, if the government takes a interview before the journeymen test, it can fix most of the problems, but they let some unqualified person jump on the bus because of their own negligence and now they try to kick all of passengers out? We pay our background checking fee when we take the test and get approval from the government, but right now that does not make any sense at all?
8 X- v% h# f$ i/ K, U* ]There are also some misconception about the definition of the electrician between China and Canada. In China electricians are not allowed to touch PLC, commissioning and startup but it is a common practice here in Canada you. we need further discussion about the difference and also Canada’s immigrant policy. Canada let so many high level technical personnel move to this country without the corresponding position to let them use their skill and talent. The situation forces them to take the technical labor or even the labor job. Is that fair? Even most of us feel happy to live in Canada, it is still one of our concerns.

/ z( b5 Q4 D: @! l$ j6 m! ZAs Chinese electricians, we like to work in Alberta and contribute our skills and efforts to the economy. We hope we can work in an environment that each of us share the same value no matter where you are from, living up to the title of International Brotherhood of Electrical Workers. We don't like working in such environment that everyone suspects you. We write this letter to express our concerns and request to reconsider this investigation. # b2 @1 H7 V# h7 Z$ _7 ^
