Minimum Housing and Health Standards

) d5 y& ]3 b, i4 ]) c3 B4 wAn owner must also maintain the premises according to the provincial Minimum Housing and Health Standards. These standards are contained in a regulation made under the Public Health Act. These requirements go into considerably more detail and require the landlord to:

•maintain the roof and exterior cladding of walls in a waterproof, windproof, and weatherproof condition;

•protect against cold weather by providing storm windows or double glazing in premises used during the winter; 4 l7 i' j& ? E1 ~5 s' P! i
•provide screens for windows and other ventilation outlets at the times of year when insects are prevalent; . ~0 K1 G: M" p
•ensure exterior windows and doors can be locked;
! O5 ^4 x9 K% D1 G, ~- f2 ~5 Y7 W•maintain inside or outside stairs and porches, including treads, risers, supports, rails, guards, and balconies; & [2 {$ ^/ V! F/ S* H3 E1 S! S
•maintain all walls, windows, ceilings, floor and floor coverings such that they are in good repair and easy to clean;
; C! a% [9 s4 B/ v" d•ensure that the heating can heat the rooms to at least 22 degrees Celsius, unless the outside temperature is colder than a limit set by the Alberta Building Code. Then, the indoor temperature must be between 16 and 22 degrees Celsius;
$ O3 a7 n8 n5 ]- S3 h9 W u8 s•ensure that there is a continuous supply of electricity, water, and heat unless the rental agreement provides that these are your responsibility;
: y3 j( U/ K( h& e. d4 F8 v•ensure that all hot running water is maintained between 46 and 60 degrees Celsius; 9 {& _1 F3 L l4 v9 L9 l3 c8 D/ l
•ensure cooking and refrigeration equipment is provided and maintained unless the rental agreement states that you are responsible for these items; and 6 J% ~- o7 `3 M0 c# A* r% @
•ensure the premises are free of pest infestations.

You can report a landlord to Alberta Health Services if you feel public health standards are not being maintained. Executive officers enforce public health standards. An executive officer has the power to inspect premises to determine if an owner is complying with public health regulations. If an owner will not allow entry to the premises, the executive officer can apply for a court order. If the executive officer inspects the property and determines that public health standards are not being met, the officer can issue a number of different orders. The orders include declarations that the premises are unfit for human habitation, that the premises should be vacated, or that work should be carried out on the property to ensure compliance with standards.
