公寓房间温度只有15摄氏度，管理人员说没办法，这样合法吗？

租住在公寓的三楼（顶层），房间温度调到最大也只有15度，打电话给公寓管理办公室，他们的维修工说我们的供暖水管是暖的，他们没有别的可以做的了，让我们穿上毛衣，自己买暖炉，自己给窗加保暖，请问这样可恶的房东的做法合法吗？还有别的申诉办法吗？

法律规定：房间内在任何时候都应可以达到21度。也就是说，如果房间温控器设定21度，室温必须能达到21度。好多公寓夏天Furnace也开着，就是因为夏天的气温也常常低于21度，而法律规定是一年的任何时候都要可以达到21度。

你可以发文给房东，告知他们现在是违法的。要求他们在24小时内提供采暖，由此产生的一切后果由他们承担。如果他们不理，你可以去仲裁减免房租。

虽然加拿大是所谓的法律国家，但是法律不能解决所有的事情。若是楼主按照这个法律规定的做法，manager一般会直接告诉你，你可以搬走了。这样做的前提是，楼主要做好可以搬走的准备。若你觉得房租便宜或者交通方便等不打算搬走，比较可行的办法是要求manager提供电加热器，或者更好的是油汀，可以轻松维持在20度以上。

据我所知，不完全如你说的。好像各省有各省自己的规定，且略有不同，有的还对不同时间段，有不同的要求。或哪位勤快点，给查查。

我就是觉得他们能这么唐而皇之的要我自己解决很过分，像他们一点也不负任何责任似的，也很想尽快搬走，可是这个冬天搬家也太恐怖了，当初为了小孩进那所著名的W小学，不知道三楼是这样糟糕，（一二楼暖和很多），希望同胞们租房的时候留个心眼。

If the executive officer inspects the property and determines that public health standards are not being met, the officer can issue a number of different orders. The orders include declarations that the premises are unfit for human habitation, that the premises should be vacated, or that work should be carried out on the property to ensure compliance with standards. The landlord can appeal to the Public Health Board.

You can also report a landlord to Service Alberta (How to file a consumer complaint).

谢谢楼上各位的关注与信息，要与他们较劲，需要很多精力，实在是耗不起，只有吃吃哑巴亏了，什么事情都是有代价的，就当是不如意的经历吧，15度和16度的差别也不太大，看来只有继续发挥忍功了，就是告诫要租旧公寓的朋友们要小心了。

只有室外温度低于Edmonton冬天设计温度时，才允许低于22度，但必须高于16度。Edmonton的冬季设计温度是零下32度（Edmonton, Canada is far from the equator at 53°34' N latitude – closer to the pole than Tasmania – with winter design temperatures of -32°C and a winter solstice with only 7.5 hours of daylight.。）

(a) All heating facilities within a housing premises are to be properly installed
and maintained in good working condition, and be capable of safely and
adequately heating all habitable rooms, bathrooms, and toilet rooms

of the supplied heat in a dwelling is the responsibility of a person
other than the occupant.
(b) When the outside temperature is colder than the winter design temperature

Appendix C, then the Executive Officer may permit an indoor temperature
of less than 22C(71F) but greater than 16C (60F).

规定是在室外气温零下三十二度以下时室内也要16度以上。现在Edmonton气温零下十几度你的室温就15度了，等一二月份零下四十度的时候，你的室内就结冰了！这事不能忍。你花半个小时给房东写封信这事就能基本解决。至少要让房东提供电暖气并付电费。他们就是欺付移民胆小怕事。

Just a reminder:

Did you check if the system is on?
(water heating system usually accumulates air. As a result, hot water can not go through, esp. on the top floor). I had the same problem when I lived on the top floor in a building near Oliver square.

If you do not know what to do, ask them to check for you.

我家也住三楼，前段时间也是暖气不暖，找人来修，我看他就是把暖气打开，把里面的空气放掉，放点水出来就好了，现在恢复正常。楼主自己也可以试试

他们的维修工也检查了，也换了一个所谓的部件，同时也把温度拨到30度，水管是暖的，可是就是不足以把房间温度升高，于是他跟办公室说他们已经没办法了，办公室人员就义正严词的说是我们自己解决的事了。

英文名叫oil filled heater,实际是用电的，我的有个小房间120 sf 打开它半小时就暖和起来，然后我把档位定在最小档，就能一直很暖和，甚至有时太热，不得不关掉。然后我睡觉时肯定是关掉的。

我是一个月前打折时候zellers买的别的牌子，只要29.99，功能上可能稍微简单些。但是也已经好用了。你可以看看walmart，zellers，canadiantire之类店铺的海报，不用买很贵的。

另外，睡觉的毯子被子，可以换成带绒的棉毯，或者fleece的，非常柔软，暖和。
