两年RA抵一年full time吗？

最近政策刚变，有点迷糊了。学生到底是否可以申请？以前几个做学生的朋友都申请技术移民了。现在真的不能申请了吗？

According to CIC

"12 months of full time or full time equivalent within 24 months"

那如果本科在加拿大毕业然后再读全职的Master，还可以申请CEC？不管小时数？
