Alberta医疗卡要求每年呆满183天如何计算？

我父母是新移民，去年登陆加拿大并申请了Alberta医疗卡，之后看过几次医生并于今年做了手术后就回国了。但最近才发现Alberta医疗卡要求每年呆满183天才能有效。不知道这183天是怎么计算的？如果没有呆够会把以前的费用都要回去吗？真是那样可就惨了！请有经验的朋友们帮忙解答。非常感谢！

你父母回国多久了？
我在montreal时医疗卡也有这样的规定。我们回国呆了将近180天回来后正好要换医疗卡了（montreal第一次给医疗卡好像是一年）换卡时工作人员说一年内必须呆满183天，所以我们在未来一定时间内不能再出境。

他们去年11月来edmonton呆到今年一月份，今年三月份又来了两个月。打算10月份再来。我算了算不够呀。可是在这里看病住院了。不知道有没有问题。

如果没有呆够183天 in Alberta , AHCIP maybe 会把以前的费用都要回去.
No eligible Alberta resident with appropriate documentation will be denied coverage.

NOTE: Individuals coming to Alberta on visas or permits from Citizenship and Immigration Canada may be eligible for AHCIP coverage, depending on the type of immigration document they have, the length of time on the document and their commitment to reside in Alberta for 12 consecutive months.

谢谢您的回复，请问每年呆满183天是按calendar year算吗？
如果有特殊情况不可以通融吗？比如老人生病需要回国照顾等？

我记得我的菲律宾老师在课堂上讲过这种案例。不过她也讲过，加拿大公民移民难民的看病是政府来负担，不同的人群是不同的政府负担。例如，加拿大联邦政府负担看病的人群是：
加拿大军人，加拿大皇家警察，加拿大联邦监狱的犯人，加拿大的土著人，加拿大的难民和新移民。
各级省政府负担看病的人群是：本省的常驻居民。
如果你的父母的看病钱已经被Alberta Health Service 和医生诊所给bill 到了。你们自己不去主动告诉政府你父母居住的实际情况，如果又碰巧遇到的Alberta Health and Wellness 的工作人员又粗心，可能你父母就不用退还这笔钱。如果真需要退还，你父母及时向联邦政府证明自己的移民身份，联邦政府会替你父母归还Alberta Health and Wellness 部门的。
我只是把我的菲律宾老师在课堂上讲解的案例说给你。你们家的具体情况处理是否和我老师的案例一样，我不敢断定。

再解释一下机构。
Alberta Health and Wellness 是阿省的政府机构, 是往外给钱的政府部门。
Alberta Health Service 是为患者提供服务的医疗机构，阿省的各大医院和一些nursing home.

哦，任何12个月比Calendar year更麻烦了，看来还是要想想别的办法，比如让朋友的公司给父亲发点工资，就说派到国内跑业务？

新移民怎么定义的？登录一年还是两年之内？

离境也是一个有效时间点，要向后推算，你在境外呆的时间超过182天，从离境时刻开始，未来12个月，达不到ahcip要求了，你的卡就失效了，回来后按照returning resident重新申请。

最不应该的假设是，你先看了一次病，然后你因为回国没达到要求，就把钱退回去。

最好是给他们打个电话，问问这个时间是怎么算的，回来分享一下。谢谢

我认为你的有效时间点应该是从登陆时刻开始的，不应该是从，calendar year的一月份开始。假如政府按照canlender year算的话，一定会在条款上明确说明的。很显然，上面条款没有这样说。

不管怎样还是电话问最放心。

非常感谢您的回复，如果是按登陆时间算我就放心了。上次也试着给ahcip打电话，可接电话的agent好像很糊涂，她和我说每年至少要呆满365天，而且重复了好几遍，真是好笑。当时我只是说帮朋友问问，怕他们查，但还是留了姓名和电话，后来我妈妈说我真是此地无银。。。

As I understand from the link below, if your parent's cards expired they still can apply for AHCIP when they come back next time. They just need to "intend to reside in Alberta for 12 consecutive months"

Permanent resident card
Active work* (minimum 6 months), study* or visitor* permit for Alberta or a designation as a Convention Refugee with accompanying documentation.
*NOTE: Not all Alberta permits qualify the permit holder for health care insurance coverage in Alberta.

NOTE: All applicants must intend to reside in Alberta for 12 consecutive months.

You may wish to purchase Visitor to Canada Insurance, which is available from private insurance companies, if you are physically present in Canada but not eligible for AHCIP coverage.
