The housing development is a rental facility that will offer what the proponent refers to as permanent supportive housing. Initially, much of the information sharing that the Board was conducting was via our TCL Facebook page. The League is a membership organization and the Board felt that it was important to ensure that all of the information that we have shared has been deliberately shared with all of the Terwillegar Community League members as well. Once again, the proposed development is not a TCL initiative nor is TCL a partner in the proposed development. Members / residents with questions or concerns about the proposed development should direct their enquiries to the contacts listed below. In reviewing the information here and on the proponent’s web page, you will note that the land use planning (required zoning) is already in place on the proposed build site and they have obtained funding approval. The next step that the proponent must undertake is their community consultation / engagement process. The proponent, Jasper Place Health and Wellness Centre (JPHWC), will hold a public meeting on August 22, 2013 at a location and time to be determined by them in the near future. Please note that this is JPHWC’s community consultation process and it is their sole responsibility to undertake it in a timely and effective manner. It is TCL’s understanding that no development will proceed until an effective community consultation has been completed by JPHWC.+ [7 z1 ^5 v% c

The Terwillegar Community League is a membership organization run by a volunteer board that endeavors to represent its members and, to an extent, area residents, on programs and community initiatives in our area. TCL’s focus has been and continues to be the delivery of community events and, currently the construction of community playgrounds. The democratic representation of all area residents is performed by our elected Municipal, Provincial and Federal officials. Members and area residents are encouraged to obtain their information about the project from the project proponent, Jasper Place Health and Wellness (website, public meeting) and raise their concerns with their City Councillor / Provincial MLA / Federal MP. JPHWC has a question and answer (Q&A) document about the project that is available on their website. In this document they refer to a “good neighbour agreement” that TCL received as information on June 19, 2013. The TCL board has not formally reviewed this document and will not be considering it until sometime after JPHWC’s public consultation. It is TCL’s understanding that JPHWC has a copy of the “good neighbour agreement” available on their website if area residents wish to review it. It is TCL’s opinion that until our members and area residents have been further informed of the proposed development by JPHWC – inclusive of their public meeting – TCL is in no position to determine how to best represent all of our members. TCL has informed JPHWC, Councillor Anderson and Minister Hancock of our position on this matter.

The TCL Board has recently become aware of some rumours and misinformation circulating in the community about a proposed new development in Terwillegar Towne.

This meeting was a preliminary meeting to ensure that the Board was aware of this proposed development and was only the beginning of the process of gathering the facts and details on this development.

As I have previously mentioned, Edmonton City Council has had no involvement in suggesting or approving any part of this project. With zoning and permitted uses in place, their next step is to apply for a development permit, which will occur at some time in the future. The provincial government as part of their ten year plan to end homelessness is providing grant monies for projects like this that are applied for by organizations involved in homeless housing. Minister Hancock has made it clear that until he is satisfied with the public involvement provided by JPHAWC, etc., there will be no shovels going into the ground. Individual citizens can respond or react as they see fit, however I caution everyone to make sure they are dealing with the facts and any final statement about how this applied for project is eventually going to roll out, will probably not be available until JPHAWC holds its public meeting(s).”
