To my understanding, ANYONE came to Canada as a "VISITOR" is not a resident at all, your temporary visit visa indicated your PRIMARY resident is not here even you have lived here for 12 month.

If I were you, I will send an email to ESRD and get an OFFICIAL reply on this, either you need a license or not. PRINT that email out and keep it while you angling in case come across a officer. {$ r& B# t" t5 U; O! v& c& p( \
Saying "who who who from the edmontonchia said I don't need one" is not good enough, showing the email from ESRD will be more effective.
