1 , 9-10月份征集清远签名(签名大概560多), N1 |4 ~% f k. p
2,11月份初由网友JoyceAccSG陪同下递交请愿复印件一份给中英文双语协会,并讨论下一步事宜,商讨结果,他们建议我们约学校trustee呼吁此次请愿,并递交一公分请愿签名给他们,当时他们建议约3个区的trustee(不好意思,不知道这个翻译成哪个词比较合适,所以还是英文代替吧)。他们会在他们的定期会议上向学校委员会提出出请愿事件,并帮我们递交请愿书。
% Q- o4 l+ h" j1 ~- _/ J 3,11月末由两个网友(帅锅一枚,不肯让我透露网名,美女睡懒觉的闹钟)陪同在中英文协会的引荐下与西南学区Ward H 的Trustee Catherine Ripley 见面并递交请愿书,并深切的希望得到她的支持,也讨论了可能会遇到的问题。她提出会跟学校委员会的管理和计划部门商讨此事情。- I6 k- C q F* J) y4 r. q8 I
至此,catherine 给了我两次事态发展的更新,前几天的更新,看起来事情不是很顺利,提出了很多尖锐的问题,主要还是看家长的实际行动和态度吧。现将Catherine Ripley 的两次回复贴出来,请大家一起关注事态的发展,并积极提出自己的见解,至今我还不清楚应该怎么回复她。

I am pleased to follow up on your interest (and the interest of those who signed the petition) in Edmonton Public Schools establishing a Mandarin Bilingual Program in SW Edmonton. The Administration has now provided information in response to my questions about this idea, and I pleased to share this information with you. We discussed some of these factors when we met in November, and it is good to have all the facts in one place for everyone to refer to. I will be bringing the petition to the full Board in early February along with the information I am now sharing with you.

To identify new alternative program locations, the Administration takes a number of factors into consideration. Some of these factors include (but are not limited to):

( O: Y' _9 i5 t* IWith respect to Sufficient Demand and Impact on Existing Programs, the demand for any additional program locations is monitored through the spring pre-enrolment process. When an existing program receives more registrations than there is available space, a random selection occurs. The very fact that a random selection process occurs provides the evidence of demand needed to consider an additional program location. With respect to the Mandarin Bilingual program, as you know, there are currently two elementary schools that provide programming for students living south of the river, Meyonohk and Meadowlark schools. During the pre-enrolment period last year for the 2011-2012 school year, Meyonohk School did not conduct a random selection for the Mandarin Bilingual program. While the program classes filled, this indicated there was not demand beyond what could be accommodated at Meyonohk School. Similarly, Meadowlark School also did not conduct a random selection for the Mandarin Bilingual program during the spring pre-enrolment process. Establishing a new program location without sufficient demand runs the risk of negatively impacting enrolment at the existing program locations. & L& t( N! V: y# ~# n6 f4 _

RE: Available School Space & e/ @$ \' Y; y# k2 h
Space for alternative programs is in high demand in the southwest areas of the city. In terms of providing a new program location for families residing in the greater Riverbend and Terwillegar areas, unfortunately, there is insufficient classroom space to accommodate an alternative program at schools within these areas. Specific to Johnny Bright and Esther Starkman schools, these two schools are currently at capacity and as a result, space is not available for an alternative program.2 \/ q3 Y% J4 u* a3 v9 f" \9 y' u( [2 d

There is limited school space in the other southwest neighbourhoods of the city (such as the Ermineskin area) that may be sufficient to accommodate an alternative program. The space that is available will be needed to accommodate students from new and developing neighbourhoods without local schools. Until such a time as additional new schools are announced by the Province, the District will need to identify designated receiving schools for students residing in these areas. The surplus school capacity within this area has been identified for this purpose.+ x X Z& A1 d# x0 M1 K

You asked about whether or not the introduction of a new site at a school in the SW could actually help reduce the tremendous enrollment pressures at the new schools. The Administration does not anticipate that this would significantly impact enrolment or reduce enrolment pressures at the new schools for the following reasons:

& u* p1 Y( t4 E- h6 t6 Y! M! w0 c The pre-enrolment process for alternative programs follows the District pre-enrolment process. This means that students residing in the attendance area of the school accommodating the new program and siblings of students currently enrolled at the school would be accepted first. If there is remaining space, then students from outside the attendance area (such as those residing in the Riverbend or Terwillegar areas) would be accepted. Therefore, any students residing outside of the school attendance area would have access as space permits. In the event that demand exceeds available space, a random selection would occur.
: s7 d" K" _. s6 A% M Due to the limited space available at schools, a new program would be planned to accommodate one class per grade. A new program would begin with one class of Kindergarten which typically ranges from 17-25 students. These students would likely come from a range of school attendance areas and as a result would not likely significantly impact enrolment at any one school.$ ~4 i' ?( U0 m4 q% n5 \

My understanding is that the Administration will be monitoring the enrolment at the current Mandarin Bilingual sites through the spring pre-enrolment process carefully to determine if demand warrants the consideration of additional program locations.

% `) A% x% n$ j( r3 a1 j5 t8 BFinally, as was mentioned by the ECBEA members present at our meeting in November, the Administration also mentioned that it has met with ECBEA representatives on two occasions this past fall, and information with respect to program enrolments, school space available in the south west areas of the city and demand for additional program locations was discussed at these meetings.
