who  can apply，  说
To apply for the Parent and Grandparent Super Visa, you must:

•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
•be found admissible to Canada; and
6 x& t  l; d0 u& n$ a* a0 |& m•meet certain other conditions
: B  m5 n% e6 X0 [% a# b没有明确提到是给已经申请移民的人。
