that we cannot support imposing a UBB business model on wholesale Internet, n7 E# R! ]5 k. R8 o5 Y
service providers.

innovation, commerce and social interaction. As the government develops
) G1 h ` c$ D9 uCanada’s first comprehensive Digital Economy Strategy, we need to look
: h8 V- P/ O# F0 C2 i$ T3 A/ _carefully at how issues like UBB affect the big picture. We will be
& a- s$ d5 u. a% i6 l8 zguided by our long-standing policies of encouraging competition and
8 @: w+ |8 \& T; q* s5 D9 Ainvestment, increasing consumer choice, minimizing regulation and allowing
+ L! U, z, H/ ymarket forces to prevail. ) \) P: E9 P3 O4 p+ N" E6 D# ]
; W, R! p/ ~ c. ]; F. E9 aThe Canadian Radio-television and Telecommunications Commission (CRTC) has
+ `" D0 X3 T3 C$ X( }chosen to examine these concerns that the government shares with a large1 ~6 A w: W4 v1 E( k9 k9 Y. L

government will carefully assess the CRTC position to ensure that it is in( c2 {5 r8 D9 r! S2 u6 z
line with the best interests of Canadian consumers and encourages
/ \, C# t8 L* L5 h3 c0 ?competition among internet service providers. I will be recommending that+ U! L% o, F& O. n
any decision counter to these foundational principles be reversed.
