for Internet services. It is essential that I hear the views of Canadians

4 Z3 ^1 t# n9 ?" _* U1 {that we cannot support imposing a UBB business model on wholesale Internet
7 k; G3 f# l H% Zservice providers.

Our government recognizes that the Internet and digital technologies are, ^ g. d' q, `8 A
an increasingly important part of everyday life—including driving; d: \( S9 F" i- j9 K7 p/ K
innovation, commerce and social interaction. As the government develops( }( Y: N" s7 s8 N
Canada’s first comprehensive Digital Economy Strategy, we need to look
) z1 v5 G0 N' t4 p, f' Z1 x8 @9 c, ?carefully at how issues like UBB affect the big picture. We will be
$ ?: J% C$ ?$ Pguided by our long-standing policies of encouraging competition and
; _/ u6 y; [$ U7 U* c$ yinvestment, increasing consumer choice, minimizing regulation and allowing$ t$ K9 ~: |! _- P
market forces to prevail. 5 o/ e. [0 ~: m2 q$ l5 V0 `3 A" V1 ` H
, N" J" d" ^$ o% @ oThe Canadian Radio-television and Telecommunications Commission (CRTC) has" ~' @+ x! |, L# o
chosen to examine these concerns that the government shares with a large
' C A- |3 ` z5 {, B( U4 d+ {number of Canadians. Details of the CRTC consultation are available at

line with the best interests of Canadian consumers and encourages
