How much is your receiver? about $400? some websites sell it cheaper, which is around 320, but I am not sure of their credibility.

How long do you plan to live there? If for over two years, it is totally worth the investment. * h% Q; j; [9 W* j2 B4 x

But even if you are not allowed, there is still an option available. To use a tripod. Put the tripod whereever it is safe and secure, such as the the balcony or even the outside of your window. I noticed that there is a guy using a chair holding a dish in front of his yard. It should be safe. There are not many vandals here.
