CHIEF RETURNING OFFICER

; K2 X# k! c, }! \JOB SUMMARY:  The Chief Returning Officer reports to the President of  
5 j9 L: B! U% q$ o! e7 _# Cthe Students' Union and oversees all electoral logistics as per Bylaw  0 d$ c' d8 q/ T& n! H
2000.  The Chief Returning Officer shall be recommended to Students'  
% m5 T* F% q+ k$ o% ]Council in the manner set out in the Council Administration Committee  
+ P/ f1 g+ \' H7 O7 VStanding Orders by April 15 and serve from May 1 to April 30 of the  
0 E! x2 L  e, X6 M4 k0 l/ yyear following their appointment.8 t8 S2 U2 V5 d9 i) |3 ~* j
! g2 ]. f4 K+ @5 F) }- Y6 t9 t
DUTIES AND RESPONSIBILITIES:, a, a! K- Z9 W, I3 U* m1 a

6 ~$ C( g& e* ?3 D1) To run the elections as per Bylaws 2000
5 b& p# v: s5 T# f2 ?& u" R. a
2) To run referenda/plebiscites as per Bylaw 2000.

; o8 [( u8 M- D; ?3) To choose the Deputy Returning Officer(s) and assign their duties.! X/ O  L/ f( Y6 ~0 t" z: J( z
5 d) K! N, ?; E8 J" q% c  o9 \4 @
4) To organize polls during elections/referenda, including appointing  
% D7 g0 m1 R, R7 }' Qadequate poll staff and situating polls at appropriate locations  , s# w" a  S: y- @  O/ ]. b& x
across campus, and advertising the poll locations.5 P" S5 d5 r  T+ s. G! ~8 J
3 J* G1 z# v6 o1 B2 W7 j& v( X
5) To oversee the physical count of the ballots during elections/ 6 F+ Y1 I' ?0 |8 W% {
referenda.

% O6 q4 M, Y1 B9 u! k) D6) To report the result of an election/referendum to the appropriate

7) To facilitate classroom speaking arrangements during an election/
% }5 w$ E* c- L. P4 d7 Y9 z$ l4 xreferendum.8 y2 Z7 D! i3 {# {* `

2 _3 W4 g6 H: o/ X- o4 V; s To enforce budgetary regulations as stipulated in the Elections  7 E  Z, q' v  }+ S/ z6 M
Bylaw 2000.% T" O  E; ]# ^4 K& l$ Q
5 B5 P7 t9 w4 k" t
10) To be available to all parties during elections/referenda for a  
  a6 {/ R- ~4 ~minimum of four (4) working hours a day, between Monday to Friday,  8 L) g# {9 |" i4 U; t/ P
from the first working day after nominations close until the last day  " a6 J0 A% u& v
of voting.  These hours are to be posted in advance.  G( R2 y) J/ D' M0 V/ a

) h! c) `# j3 C11) To act as the arbitrator in any dispute which may arise during  
& K* c  @+ i; q; Wthe course of an election/referendum.( a( u0 r3 Y7 s* z

  w) @% z! b3 S5 G12) To ensure that a cost effective and accurate ballot counting  
- ]# r. r1 a9 h4 O4 F- r: m* x7 Uprocess is in place., j% G, A/ f% K% P+ T' P6 v

; B3 f+ Y0 Z" R: {. b7 ?  ^# [13) To submit to Students' Council, prior to April 30, a final report  
* [7 [- }) j& @( R& w& b# o/ ~of activities and recommendations.4 p) R5 ~- {" t

, F6 s; m- |. Y- F) A9 [; J14) To organize a minimum of one (1) forum to be held during the week    L8 F9 G# A1 K; Y
of campaigning." Y$ Y# f6 E8 c6 H

15) Perform other job related duties as required by the Council

QUALIFICATIONS:/ X; r! V( X' U9 ]' [
; z$ v5 E. P9 E5 C! H* B3 F* n
1) Must be an undergrad student registered in at least one (1) course  
: Y/ [2 v+ p1 p# {for each of the terms of Winter Session and shall be a full Students'  , P: M: n- s& _! E9 p7 \
Union member.) ?4 C- B. M" @* ^  w/ n

, C% u; k1 p& r3 q4 [  \2) Must have some experience in student elections.: i! d& k8 N0 P2 ^' o, ]

! M1 Z, |7 K$ j0 `; T3) Shall not concurrently hold a position on Students' Council, or  ! z! `: U. W( a+ K7 ~4 ^! `& b
any of its standing boards, committees, or any other paid position  
" R. d; n$ V: n9 }3 Z4 \with the Students' Union.

# }+ y0 n4 F& q5 q; P3 |4) Willingness and ability to work varying hours.5 ]+ Y3 d+ ]7 x' ~  E

: j, q. O- D3 O# Y( N5) Excellent project management skills are required.

4 K0 ]1 h$ o1 A0 [( m2 X5) Ability to deal effectively with Students' Union and University  
: }1 g- y" \( \# t& n- cstaff, students and the general public.9 M! G" f" a/ R8 B
