CHIEF RETURNING OFFICER

JOB SUMMARY:  The Chief Returning Officer reports to the President of  
0 N! l& |- [2 J$ tthe Students' Union and oversees all electoral logistics as per Bylaw  
; U) W0 D. g* v- N0 A2000.  The Chief Returning Officer shall be recommended to Students'  8 g* g4 L1 s2 O/ b5 Q& d$ K% N
Council in the manner set out in the Council Administration Committee  
1 B1 J' j5 O$ v+ d  SStanding Orders by April 15 and serve from May 1 to April 30 of the  9 U* Y% U$ l" \9 ^

5 O+ Y2 b6 X' k  TDUTIES AND RESPONSIBILITIES:1 a6 `8 g# O4 V3 g  _

4 ?- a( l/ O) E' I3 X8 l2 G4 K% `5 c1) To run the elections as per Bylaws 2000& Y" o* b  j/ v0 ?

2) To run referenda/plebiscites as per Bylaw 2000.

3 q2 [& q2 x2 o( {3) To choose the Deputy Returning Officer(s) and assign their duties.1 c; ?1 j7 c3 _+ A5 {  E
5 f5 E5 Z. p% a
4) To organize polls during elections/referenda, including appointing  
# c8 M6 W! L+ D! u% S2 n* uadequate poll staff and situating polls at appropriate locations  
. K6 W' W$ @9 P" \across campus, and advertising the poll locations.' q& P+ c, d" T: E) X5 z9 Q- l0 ^1 \
$ H& _" d3 |2 e" ^( X* e
5) To oversee the physical count of the ballots during elections/ + m2 v. \9 @" k/ z, c, ]
referenda.
' i' o8 ~( N/ ]+ _9 t) a8 R  Q6 o: B# w" Q. o
6) To report the result of an election/referendum to the appropriate  ) Z. g$ p7 ]  o3 F$ D+ C
parties.' Q7 ^  v% T0 N& D3 J( v# @

7) To facilitate classroom speaking arrangements during an election/
  _- x& v& e9 N$ zreferendum.

9 }; I/ {1 ]2 f6 N/ v8 B+ E$ j To enforce budgetary regulations as stipulated in the Elections  - z  m# x# r! z, F8 t# G
Bylaw 2000.

: q: p6 @* x* k- F0 l10) To be available to all parties during elections/referenda for a  0 v3 N& V* ?5 }
minimum of four (4) working hours a day, between Monday to Friday,  
  X+ A1 L  C7 R5 v# M$ `from the first working day after nominations close until the last day  / J1 F+ }) h# {
of voting.  These hours are to be posted in advance.
/ j- |5 M8 J+ z: O: p- E$ f( [
. b2 O6 W/ Y. w" Q. k11) To act as the arbitrator in any dispute which may arise during  2 d6 A9 n9 V; G
the course of an election/referendum.3 Q9 i9 K) {2 m. [  o

12) To ensure that a cost effective and accurate ballot counting  : R$ P! S$ w9 u5 I0 p$ z
process is in place.  ~  x3 y0 S' D) g

8 k7 S. S/ D7 @) A+ S$ P13) To submit to Students' Council, prior to April 30, a final report  
; T# M6 f, K! @: F. Iof activities and recommendations.

/ a9 a$ y/ v+ `7 d14) To organize a minimum of one (1) forum to be held during the week  
+ z9 [  Q. [  A$ oof campaigning.
$ k$ r4 ~) b+ ?! z9 [$ h$ f/ v) _
15) Perform other job related duties as required by the Council  
* l$ c1 E# \2 }( o0 LAdministration Committee.3 ?- l' V, ]- H: d2 q. [

: F! ^% C$ O4 W# DQUALIFICATIONS:
+ z5 f0 O' t/ B8 E/ y
3 v) P: o1 Q  W" {  `1) Must be an undergrad student registered in at least one (1) course  
* D) ^: G9 ^) _  [: kfor each of the terms of Winter Session and shall be a full Students'  
5 I! ~: L  ?6 \( Y: [Union member.% C- W& O( p, H

- i6 i+ H3 |' u* z2) Must have some experience in student elections.
3 D7 e# e  i$ k/ C" y; e- G+ ^9 C3 ]/ C
3) Shall not concurrently hold a position on Students' Council, or  
0 u' @& O/ s' ~: W3 xany of its standing boards, committees, or any other paid position  ) l6 ~! C# n8 L1 Z7 D
with the Students' Union.. s( T; U' B1 ]8 _. `4 I

7 M4 p* ]: |+ [! }# j$ T. u8 ^4) Willingness and ability to work varying hours.0 t# c& ?% T9 o- Y5 U

9 P" y! g4 W! }2 E2 I5) Excellent project management skills are required.

1 j* O7 V: A$ [- T( M6 d" s5) Ability to deal effectively with Students' Union and University
