Thank you for expressing your concerns regarding usage-based billing (UBB)$ j+ S* Z' h w0 x
for Internet services. It is essential that I hear the views of Canadians& o2 o2 V* f9 T7 s( }) t
on the issues that matter. Prime Minister Harper and I have been clear
& Y6 s/ y. h( G2 D( Nthat we cannot support imposing a UBB business model on wholesale Internet

/ y" ~) p# G, X; man increasingly important part of everyday life—including driving8 ~: a0 z5 H6 t7 K _) L1 d6 w
innovation, commerce and social interaction. As the government develops9 }5 n6 ~% N! i4 }5 _; x
Canada’s first comprehensive Digital Economy Strategy, we need to look
. U6 a8 G# w4 O, j q& ecarefully at how issues like UBB affect the big picture. We will be0 J+ u) `$ v" k3 P5 H4 |' k
guided by our long-standing policies of encouraging competition and" F! E z& x5 ?6 v
investment, increasing consumer choice, minimizing regulation and allowing
) Y2 A2 {4 W6 J/ n3 C4 P, D$ Gmarket forces to prevail. , f. `% O1 t$ j! L( r
2 T. f" F" \1 y* g5 s. @, UThe Canadian Radio-television and Telecommunications Commission (CRTC) has
5 @) P1 [9 m6 X @6 m5 Zchosen to examine these concerns that the government shares with a large% a0 ]3 w _ H$ [) [7 P
number of Canadians. Details of the CRTC consultation are available at

. ^9 C% e9 s, O; Z: C( TWhen the CRTC reaches a final decision following its consultations, the! H+ ^8 G. I8 ]( u R5 R) v+ [
government will carefully assess the CRTC position to ensure that it is in
. s* |$ S1 q n7 t {6 ^line with the best interests of Canadian consumers and encourages
1 r# d, q6 i Kcompetition among internet service providers. I will be recommending that
8 d1 ~. ~% l6 Z" g l9 [any decision counter to these foundational principles be reversed.
