that we cannot support imposing a UBB business model on wholesale Internet
# r# G/ S6 q) j& Y" }/ Kservice providers.

Our government recognizes that the Internet and digital technologies are1 D) w7 ]+ n6 M8 M' q {3 f2 g
an increasingly important part of everyday life—including driving
5 m o8 d+ k' Z; h* rinnovation, commerce and social interaction. As the government develops
) i6 N# j# x+ N5 V) R- e* v- ZCanada’s first comprehensive Digital Economy Strategy, we need to look
* l# R5 b) d4 T1 R U F1 O- icarefully at how issues like UBB affect the big picture. We will be( {3 I$ D) y; `- z' @
guided by our long-standing policies of encouraging competition and9 r) m% q# \+ S+ ]" O
investment, increasing consumer choice, minimizing regulation and allowing2 Q/ L$ m ]! @2 U0 Q5 N) }
market forces to prevail. / k; s# V) e% l/ O: Z
# S9 G2 F# @' [The Canadian Radio-television and Telecommunications Commission (CRTC) has/ d7 a" J' O1 Y' N" b8 a; O
chosen to examine these concerns that the government shares with a large
4 q4 K5 {" ?$ X+ I8 |4 x" m. ^number of Canadians. Details of the CRTC consultation are available at8 _' B5 l# T1 K" K' U% Q

When the CRTC reaches a final decision following its consultations, the

line with the best interests of Canadian consumers and encourages% C; K }& `; g8 w& M" u' p. ?
competition among internet service providers. I will be recommending that
