for Internet services. It is essential that I hear the views of Canadians

that we cannot support imposing a UBB business model on wholesale Internet; q; S4 N3 y% o; t$ W8 n: H x6 T
service providers.

7 G# |; H2 E# h9 h3 ^Our government recognizes that the Internet and digital technologies are
% l+ U1 g" K( X! W: p5 Ban increasingly important part of everyday life—including driving5 [, w8 N7 g2 V
innovation, commerce and social interaction. As the government develops
" ~; F1 i: @9 R9 k( n8 T. K" BCanada’s first comprehensive Digital Economy Strategy, we need to look1 j# ^* ?; X0 J
carefully at how issues like UBB affect the big picture. We will be
$ r! O5 u' y- ^, L: h# oguided by our long-standing policies of encouraging competition and) K: Q# v8 N* u% s2 Y
investment, increasing consumer choice, minimizing regulation and allowing
. y# H) t. Y" imarket forces to prevail. . _; ?) K) r4 v; k5 S

The Canadian Radio-television and Telecommunications Commission (CRTC) has/ |/ N: H2 a, |" g6 h* e
chosen to examine these concerns that the government shares with a large

+ j0 ~" R! p* `* Q5 f9 X% BWhen the CRTC reaches a final decision following its consultations, the _! U3 C }9 r( Q y
government will carefully assess the CRTC position to ensure that it is in
4 e* f3 `0 B6 |' o2 Sline with the best interests of Canadian consumers and encourages* K# ?" _- y% r: \1 f8 o5 |
competition among internet service providers. I will be recommending that
5 _+ B, q( ?6 u7 C# {6 y& k5 c! `! aany decision counter to these foundational principles be reversed.! `9 ?9 m6 W$ g
