Thank you for expressing your concerns regarding usage-based billing (UBB)
for Internet services.  It is essential that I hear the views of Canadians

5 S3 K; e2 z! a4 ^" D* COur government recognizes that the Internet and digital technologies are
2 U! t6 ~' o/ P( [' g. H' lan increasingly important part of everyday life—including driving
innovation, commerce and social interaction. As the government develops
  u/ a0 N; ]" vCanada’s first comprehensive Digital Economy Strategy, we need to look
carefully at how issues like UBB affect the big picture.  We will be
  p- q) }9 e4 f, K: Yguided by our long-standing policies of encouraging competition and
investment, increasing consumer choice, minimizing regulation and allowing
9 Q1 t) q6 y4 qmarket forces to prevail.

. e# j/ x$ ^  Y% a# {8 k1 tThe Canadian Radio-television and Telecommunications Commission (CRTC) has
! H3 c& p) k- p! ^8 @chosen to examine these concerns that the government shares with a large
number of Canadians.  Details of the CRTC consultation are available at
www.crtc.gc.ca/eng/com100/2011/r110208.htm.

$ p3 y- \3 d2 O  }When the CRTC reaches a final decision following its consultations, the
government will carefully assess the CRTC position to ensure that it is in
+ f  c% X: v& m3 P" q& ?line with the best interests of Canadian consumers and encourages
6 F: @; x: e* W0 [competition among internet service providers.  I will be recommending that
9 J0 p5 v3 O% E- |3 e; z! b( F* J; _any decision counter to these foundational principles be reversed.
