Thank you for expressing your concerns regarding usage-based billing (UBB)& q) ^7 }; T/ [3 d+ P; C, w
for Internet services. It is essential that I hear the views of Canadians
% S) w* Y9 Z2 Y2 a: R) A9 ton the issues that matter. Prime Minister Harper and I have been clear8 B3 {( X5 S1 r' c% Y
that we cannot support imposing a UBB business model on wholesale Internet
% B+ `( M9 m* |0 P1 k2 B" l- Cservice providers./ Y) y6 I7 l, c7 K

Our government recognizes that the Internet and digital technologies are3 m c. a( I: z/ K8 r
an increasingly important part of everyday life—including driving* N: K0 G6 [. v' e& r
innovation, commerce and social interaction. As the government develops! l) [% E8 z) a; s" j
Canada’s first comprehensive Digital Economy Strategy, we need to look
/ C- \ v" ]( p7 ]- A. P/ W" ^- Rcarefully at how issues like UBB affect the big picture. We will be
* I4 C' t5 A) D0 Q; |; ]guided by our long-standing policies of encouraging competition and {! {- ?0 n+ ]* K+ g
investment, increasing consumer choice, minimizing regulation and allowing
$ ~8 R* o: j, B, M3 a! d- omarket forces to prevail.

The Canadian Radio-television and Telecommunications Commission (CRTC) has2 U* U( z: ]' K4 M& Z8 R7 e; w' R
chosen to examine these concerns that the government shares with a large
& N# r1 P2 n* r1 S" P! unumber of Canadians. Details of the CRTC consultation are available at

government will carefully assess the CRTC position to ensure that it is in
% C C! K1 [/ w: cline with the best interests of Canadian consumers and encourages
, V1 B# m8 [/ m, @# Q+ j# U3 Ccompetition among internet service providers. I will be recommending that, Q; X K i! a, _! M9 R
any decision counter to these foundational principles be reversed.
