The way to resolve this is to have the user open Internet Explorer and go to
' C# W* y* M. w( _1 s) _Tools -> Internet Options
. ~* @+ E3 p1 {. i0 `) {- ]Click the Connections Tab C/ Z9 a, `: f+ Y% X4 h0 ^
Click the the "Lan Settings" button
. r/ [& z" O; e& QRemove the check mark next to "Automatically Detect Settings"

Click Ok
