CHIEF RETURNING OFFICER

9 [" f* ~5 c4 m  ZJOB SUMMARY:  The Chief Returning Officer reports to the President of  
5 R4 R3 y3 v9 z% b. i# nthe Students' Union and oversees all electoral logistics as per Bylaw  
$ b) S" U/ U7 E, P, f5 R2000.  The Chief Returning Officer shall be recommended to Students'  ' a- H) j1 Q! v
Council in the manner set out in the Council Administration Committee  
: o* g9 W, t: C! OStanding Orders by April 15 and serve from May 1 to April 30 of the  
0 m) X7 w8 U/ c4 f+ m! t" lyear following their appointment.

+ r: a( b- ~$ S& Z- i/ F/ lDUTIES AND RESPONSIBILITIES:+ }& ?0 _5 |$ {# [6 H1 z- y

1) To run the elections as per Bylaws 2000
$ G2 k/ Q' L4 b: X: T; ?0 Y+ r& X2 @+ v( H  R* |7 o& t. ]
2) To run referenda/plebiscites as per Bylaw 2000.0 Y0 e: Z  @: U8 g1 V# L/ F& |

1 h2 V. `8 w" K3 n3 r, i3) To choose the Deputy Returning Officer(s) and assign their duties.
- S6 p# y3 N1 I2 T* I) h9 Z. j! s7 y. ~6 r' X8 k& b
4) To organize polls during elections/referenda, including appointing  
0 G' B  s* H# s+ J7 m+ Xadequate poll staff and situating polls at appropriate locations  + M- W. [/ s" x; ^
across campus, and advertising the poll locations.

+ B3 @$ T& n: t) @5) To oversee the physical count of the ballots during elections/
; Q  m2 w- @5 d7 V5 Kreferenda.
; x1 c( y' m& {/ [& S- C7 v* s
9 ~4 ]0 T  e" j) k, j8 i6) To report the result of an election/referendum to the appropriate  0 Z( O0 B9 |* p. J7 `0 _
parties.& w1 u# T# u7 ]# V2 @

7) To facilitate classroom speaking arrangements during an election/
, J, G/ Q2 O# Q% y9 k7 o8 zreferendum.( o- R7 d+ j- x8 k0 e) \

  Q9 F' m! U2 g. y& T4 N To enforce budgetary regulations as stipulated in the Elections  
) T. r  C. }' i: E  }Bylaw 2000.
% T  d% }0 j2 z' P
! v8 c" {3 M  \4 g10) To be available to all parties during elections/referenda for a  . O4 E- H( \% \. W: X6 {# [# w+ f: L
minimum of four (4) working hours a day, between Monday to Friday,  5 d2 S7 b5 o! F6 o, B) A* P
from the first working day after nominations close until the last day  % V- f& t6 }, N+ j
of voting.  These hours are to be posted in advance.

11) To act as the arbitrator in any dispute which may arise during  # M9 C( }5 d2 G2 J$ `! k  y) y
the course of an election/referendum.
) [3 h5 @$ _# x; y6 l# c' U% u! F7 g# k: `1 z+ E1 D5 `2 z
12) To ensure that a cost effective and accurate ballot counting  
( M( f: M0 R7 Wprocess is in place.% R0 f, n$ e9 Y% T4 |* V

13) To submit to Students' Council, prior to April 30, a final report  ; k3 V9 T) P) v: N

5 U( U3 x( ]4 u3 {. p; K6 S14) To organize a minimum of one (1) forum to be held during the week  . A% D( c9 T9 B! n& f- q
of campaigning.

- w+ D/ C# Z( {8 I1 u! Y15) Perform other job related duties as required by the Council  9 c. _6 x- _3 i' h5 J) K
Administration Committee.

+ b( \8 n/ _0 y+ {, i1 E3 ^3 M0 j0 R- C' e8 [3 D1 c1 K0 t  n, I
1) Must be an undergrad student registered in at least one (1) course  
- n+ j% k5 J- c( Z- c5 p0 q; Vfor each of the terms of Winter Session and shall be a full Students'  
. T% d1 h0 S8 S  ]  H5 bUnion member.$ ^$ U6 ?# v+ t4 |( F
, K1 V  ]8 S  L# G7 E( p
2) Must have some experience in student elections.
4 [) G3 f9 o+ O7 A1 w8 ^7 @$ ]8 E/ c9 y! ], D
3) Shall not concurrently hold a position on Students' Council, or  ( j6 F9 F& T/ J1 |! u* V* _
any of its standing boards, committees, or any other paid position    J+ G" k5 @) B, s
with the Students' Union.

4) Willingness and ability to work varying hours.' w/ z3 T4 Z+ ?7 `) k+ p/ z! @% Z

5) Excellent project management skills are required.+ ]' {+ O, L) W4 R4 I0 S

5) Ability to deal effectively with Students' Union and University
