CHIEF RETURNING OFFICER

JOB SUMMARY:  The Chief Returning Officer reports to the President of  
# y3 P# {+ ~. q$ h! R) D( E* Rthe Students' Union and oversees all electoral logistics as per Bylaw  2 q/ h  @. l, [5 E
2000.  The Chief Returning Officer shall be recommended to Students'  
4 R) b: z1 D* e" l8 a7 zCouncil in the manner set out in the Council Administration Committee  ; z4 e" I" h) t7 p6 e/ l$ r
Standing Orders by April 15 and serve from May 1 to April 30 of the  0 u: w8 H1 d; V( Y7 J
year following their appointment.

DUTIES AND RESPONSIBILITIES:0 b8 @+ a( G6 u& B

1) To run the elections as per Bylaws 2000) R: H# s: g' u! M+ [: X6 _
. v' Y, e, c: Z1 M8 E
2) To run referenda/plebiscites as per Bylaw 2000.

4 p  W" ?$ c9 F6 N3) To choose the Deputy Returning Officer(s) and assign their duties.
9 D+ y" z9 [7 ?. A# Y" k# w+ V- w( `6 }5 J2 K, d+ \
4) To organize polls during elections/referenda, including appointing  ' t$ D0 j1 c* t3 n
adequate poll staff and situating polls at appropriate locations  
% p3 _8 _% x8 x& Q% E. Aacross campus, and advertising the poll locations.* R, H  C) m3 Q4 p0 R1 K0 Z2 j7 R
0 M. n: n% K8 T( G8 {/ t6 ]
5) To oversee the physical count of the ballots during elections/ 3 m0 m% W9 Y/ D. m
referenda.% ]& r0 Z) ]+ u# a7 Z/ ^$ M$ x

6) To report the result of an election/referendum to the appropriate  
# I) d  x) @5 G% Y4 R5 \* Q- xparties.

7) To facilitate classroom speaking arrangements during an election/
# W4 C( }; M- w- P, D. t  ]& }referendum.

) I& e/ [: D5 m! n' y( b# h" z# I To enforce budgetary regulations as stipulated in the Elections  
2 l7 N& X( j7 |8 E1 @Bylaw 2000.6 W: h+ D! v; F& H

. t  _* ?& O, `) H% b4 G10) To be available to all parties during elections/referenda for a  
) C/ e' z& L* U6 mminimum of four (4) working hours a day, between Monday to Friday,  
. ?/ i+ L- G  L; X% Cfrom the first working day after nominations close until the last day  
2 Z5 p' _- y; T4 dof voting.  These hours are to be posted in advance.; J( V6 ^7 z& q( ?

% N! }. h" Z3 D+ L; @5 j( c/ Q11) To act as the arbitrator in any dispute which may arise during  ( ]7 Y4 W. F6 D% t* b
the course of an election/referendum.

, w$ }# m( h2 n9 K+ G5 c( q: p12) To ensure that a cost effective and accurate ballot counting  
, N; t, N2 a; ~7 [process is in place.2 v2 D* P4 e+ n8 C6 c4 R' b

13) To submit to Students' Council, prior to April 30, a final report  
! K& u; E' T: S3 vof activities and recommendations.1 Y5 _* o5 j! ?- p- ?

3 p9 X9 n7 t( m( t* p14) To organize a minimum of one (1) forum to be held during the week    v% J" }- u+ P. a) @, d
of campaigning.

15) Perform other job related duties as required by the Council  ) V: p, L( h& Z$ K' L1 g: [6 v0 D4 ?

( f% G# H( W; m# p! |! U6 HQUALIFICATIONS:

/ k) Y$ r3 t' Z3 v1) Must be an undergrad student registered in at least one (1) course  % M! g1 e0 W# `  K" d- n
for each of the terms of Winter Session and shall be a full Students'  
" G. \1 k  E; Y$ A- p- J7 dUnion member.
" [8 d2 E8 ~1 `- S8 l$ B5 |* D- D4 s- ?( m/ G
2) Must have some experience in student elections.% ]. F: ?! S; ^6 o9 S, z

( W2 E- t5 l; {" ^' s7 F5 K3 N3) Shall not concurrently hold a position on Students' Council, or  
% ^1 l2 s7 O1 D7 _5 |  f% O' E. kany of its standing boards, committees, or any other paid position

4) Willingness and ability to work varying hours.* H+ z& X, r/ B. y; X

5) Excellent project management skills are required.

5) Ability to deal effectively with Students' Union and University
