A lot of credentials outside of Canada were not recognized here because the knowledge and subject expertised acquired may not have a job market here yet in Canada. I knew of a person who was lawyer and got a Ph.D degree in India, who doesn't even know how to convert a decimal to percentage, with a minimal math skills which is equivalent to grade 2. But in talking, it seems like that individual knows everything. Everything done by the individual, you have to do it again. So the best way is to let the individual go home and take a break, learn it again in Canada.
