do I have to apply city permit for relocating the door?

8 x/ s) B4 m+ A8 e- v7 t6 s) hdoes anyone do this job? cut/open wall and install a door, also close the existing door /wall inside garage? it is not the garage door, it is the door to mudroom from garage.  do I have to apply city permit for this?
