do I have to apply city permit for relocating the door?

' m: b# a/ u$ D7 C; y! {! o: Qdoes anyone do this job? cut/open wall and install a door, also close the existing door /wall inside garage? it is not the garage door, it is the door to mudroom from garage.  do I have to apply city permit for this?
