do I have to apply city permit for relocating the door?

Hi,
& I* P7 b5 x5 u9 D1 J0 p, ndoes anyone do this job? cut/open wall and install a door, also close the existing door /wall inside garage? it is not the garage door, it is the door to mudroom from garage.  do I have to apply city permit for this?
