who  can apply，  说
To apply for the Parent and Grandparent Super Visa, you must:

6 a. g& r9 [) n+ v•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
+ H9 W# w  B+ V! v) ^•be found admissible to Canada; and
•meet certain other conditions
: f1 k. _6 m, Q3 X没有明确提到是给已经申请移民的人。
