who  can apply，  说
To apply for the Parent and Grandparent Super Visa, you must:

6 n" W6 W  g4 r% ]•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
1 H. X: f+ T9 x( Q8 ?3 q; Y•be found admissible to Canada; and
•meet certain other conditions
! o. Y) Y; c5 b没有明确提到是给已经申请移民的人。
