Thank you for expressing your concerns regarding usage-based billing (UBB)8 t# Z5 Q7 x, j. D5 e; J0 P2 j) K* u
for Internet services. It is essential that I hear the views of Canadians1 K& k3 y7 }0 O. w! x3 Q# B
on the issues that matter. Prime Minister Harper and I have been clear
x8 C% f# ~7 L3 c1 ~+ D9 A( {that we cannot support imposing a UBB business model on wholesale Internet$ ]0 }+ ^( K( x
service providers.

1 Y1 [4 F7 \- Y6 c4 c4 XOur government recognizes that the Internet and digital technologies are5 F5 w5 }2 W! J
an increasingly important part of everyday life—including driving
& O% c2 H+ z+ Binnovation, commerce and social interaction. As the government develops
6 t1 G6 m' u7 N& D8 O% S9 b t* D# B VCanada’s first comprehensive Digital Economy Strategy, we need to look I% `! G8 D$ Q7 O) _" b
carefully at how issues like UBB affect the big picture. We will be1 b; }4 \" e4 ^
guided by our long-standing policies of encouraging competition and* B, ]9 i6 X4 g* l1 `/ F
investment, increasing consumer choice, minimizing regulation and allowing3 K: n7 L! Y: {* z3 \
market forces to prevail.

& ^5 f- f* w1 _/ ^9 PThe Canadian Radio-television and Telecommunications Commission (CRTC) has7 c" B, x B. p
chosen to examine these concerns that the government shares with a large4 _( C: |6 x, A! A7 A% P3 ]6 B
number of Canadians. Details of the CRTC consultation are available at( x( l' B' q4 N" q

When the CRTC reaches a final decision following its consultations, the
( a4 A/ ^9 ?, b/ J" h& y* Jgovernment will carefully assess the CRTC position to ensure that it is in
2 b1 D+ w, a# W+ g" d$ C" \* Wline with the best interests of Canadian consumers and encourages
3 u& {/ t1 O" w1 z3 `- Z4 Y# Tcompetition among internet service providers. I will be recommending that0 `2 K6 n1 c" c: v- s. M# I1 q$ z' l
any decision counter to these foundational principles be reversed.5 F& V7 A! e4 w) r) H
