Thank you for expressing your concerns regarding usage-based billing (UBB)
! a( z2 ~) M; f3 Cfor Internet services.  It is essential that I hear the views of Canadians
/ B' x9 ?; q/ y% R( h1 Jon the issues that matter.  Prime Minister Harper and I have been clear
4 F0 X# G) ]5 s9 a! j; Vthat we cannot support imposing a UBB business model on wholesale Internet
service providers.
                                               
) \: A( J( W% c% d2 k9 i' j% \' @3 n  K+ VOur government recognizes that the Internet and digital technologies are
1 Y4 y9 T1 _% {: L' t- g9 [an increasingly important part of everyday life—including driving
innovation, commerce and social interaction. As the government develops
8 ]" l4 P' }( t5 d  ]Canada’s first comprehensive Digital Economy Strategy, we need to look
carefully at how issues like UBB affect the big picture.  We will be
guided by our long-standing policies of encouraging competition and
1 U- T0 R$ I: ]3 uinvestment, increasing consumer choice, minimizing regulation and allowing
' ?5 ~0 r6 G+ C9 amarket forces to prevail.

. k" I" @0 ?$ hThe Canadian Radio-television and Telecommunications Commission (CRTC) has
* b1 \* m+ F6 {. h" r$ Hchosen to examine these concerns that the government shares with a large
number of Canadians.  Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the
; k0 N, X+ ]) o+ e  D* L5 a5 Ygovernment will carefully assess the CRTC position to ensure that it is in
line with the best interests of Canadian consumers and encourages
competition among internet service providers.  I will be recommending that
( x4 K/ d6 C5 x: G5 ?any decision counter to these foundational principles be reversed.
