how do I crop ID photo

I took some photo at home to be used on china visa app, wondering how do I crop to the size so it prints on 4x 6 like a ID photo.  
1 X7 ?+ v# f, b
$ R, Q! B- [  e; T8 [0 H/ CI used online software but they all have watermark
