当然不是了。请看：

U-turns

Do not make a U-turn unless you can do it safely and without interfering with other traffic.
3 o% }; q; ?6 S: _' p% P  |0 ]5 h% NOutside urban areas U-turns are not permitted on a curve or near the crest of a hill where the driver of another vehicle cannot see your vehicle.

$ R! \$ Z/ L, A, N1 x2 T; lU-turns are not permitted in urban areas in the following situations:
On a roadway between intersections.
; U! D# z9 S" i& C( Y1 s' H. J1 mWhere a sign prohibits making a U-turn.
At an intersection controlled by a traffic-control signal (traffic lights).
