CHIEF RETURNING OFFICER

8 w+ F0 s( Y- r  }5 `( {1 XJOB SUMMARY:  The Chief Returning Officer reports to the President of  
& |. r7 y9 `( q  othe Students' Union and oversees all electoral logistics as per Bylaw  ) V' j$ O/ R( F& F3 c; v- P+ N
2000.  The Chief Returning Officer shall be recommended to Students'  
. Y7 l0 B7 ~* m- }+ _9 bCouncil in the manner set out in the Council Administration Committee  ; W7 l# G! E% F3 _0 e
Standing Orders by April 15 and serve from May 1 to April 30 of the  
# H+ f5 }7 d& [2 h3 g' oyear following their appointment.4 D0 ]+ J( A5 A: o: k! S

DUTIES AND RESPONSIBILITIES:

6 K9 d& Z6 m* I4 O2 l1) To run the elections as per Bylaws 2000( t* J$ W4 q1 U6 F8 Z# z

& W2 n6 |  c3 b- R4 Y- q2) To run referenda/plebiscites as per Bylaw 2000.# J4 o0 z1 i. \# c, T9 Z9 K
( H( Q% w8 E/ S( ^0 {
3) To choose the Deputy Returning Officer(s) and assign their duties.
5 y! s# B; f/ r5 h& L; r: ]7 d) ~" ?0 G/ m; y0 X
4) To organize polls during elections/referenda, including appointing  
% K5 Y. P9 Y$ R5 tadequate poll staff and situating polls at appropriate locations  
0 A  W7 ?" x# ?3 M9 u4 w! c/ \across campus, and advertising the poll locations.7 J: }; v$ }4 @( d9 Z- g/ \
& C( D, d# {6 Y( {4 l1 Y" M
5) To oversee the physical count of the ballots during elections/
! K; F, T4 }7 i2 c5 p3 `referenda.
) l# M% i! o! J* K& @8 b
, ]+ f% T7 G( P3 H8 e5 R/ a6) To report the result of an election/referendum to the appropriate  
; K/ a/ k# B9 g% f" K7 Yparties./ C# F8 A- O+ y8 k, C0 U( L

7) To facilitate classroom speaking arrangements during an election/ % C$ Y* u4 Z& X( x+ q, e5 R3 J' i3 z
referendum.3 a: K8 F' i7 v# c5 _9 _& r1 o3 `
$ j# o5 b" ?1 g- ]1 }$ d/ J
To enforce budgetary regulations as stipulated in the Elections  7 B, J# O; E7 d
Bylaw 2000.  x' u- O& o+ d" g! z& S9 s
* a- B, h2 q, Y; i- m
10) To be available to all parties during elections/referenda for a  
% \( X) ~" {* ominimum of four (4) working hours a day, between Monday to Friday,  
# K: A/ @5 w! J( |4 L4 kfrom the first working day after nominations close until the last day  + ]/ l- E+ K# N  R* T/ E/ J% b7 y6 ^
of voting.  These hours are to be posted in advance.
2 S) ]  B9 x# j6 h" ?0 Y0 k# Q6 }* l* q* T& W- a5 s
11) To act as the arbitrator in any dispute which may arise during  
) U0 c. H8 O8 e( [6 O4 T4 kthe course of an election/referendum.
  k" m: d4 [/ j% P1 Y  e' p( p  x* u! e1 \5 }: k" Z
12) To ensure that a cost effective and accurate ballot counting  ' y* p( i6 L) A! A) u+ C
process is in place.# b$ c6 w; F" m) u: z$ _

4 i$ J+ T4 {  x  j& O+ J4 q13) To submit to Students' Council, prior to April 30, a final report  ' p2 c5 T3 s) F7 d+ k) [
of activities and recommendations.6 M4 k% F7 G3 o6 F, T6 s: S
5 H' F; S" o6 S, P6 ^6 K8 [- e3 T
14) To organize a minimum of one (1) forum to be held during the week  
' ~7 H+ P* h2 {  Uof campaigning.  x0 M# ]  z# `7 ^8 G  e0 m
& p; I  g0 ?$ |
15) Perform other job related duties as required by the Council

QUALIFICATIONS:9 F7 v/ u1 m) g) G8 d; O
2 e0 G7 y: [' ~: p/ S( ~
1) Must be an undergrad student registered in at least one (1) course  - d& i% ]7 J- X8 X
for each of the terms of Winter Session and shall be a full Students'  8 Y) Q/ J3 G( T* R/ p; |( r: o' F
Union member.# Q, R8 O" r6 i# c
' Q, P/ b7 W# a
2) Must have some experience in student elections.- n4 e2 J! e) ~
9 o& i, m( W9 A: c
3) Shall not concurrently hold a position on Students' Council, or  
8 M& }2 T0 Q' U/ c% B0 [any of its standing boards, committees, or any other paid position  9 P9 p! c' r6 B- Q
with the Students' Union.

  V' J2 n' [$ P4) Willingness and ability to work varying hours.9 B9 q7 j3 H! j0 L* ~3 R

3 l" G" ^+ a: V/ N  [" X5) Excellent project management skills are required.

5) Ability to deal effectively with Students' Union and University  5 n- Q- \& r( E4 u  ]
staff, students and the general public.
