who  can apply，  说
To apply for the Parent and Grandparent Super Visa, you must:

( Y  v$ }2 u$ Q8 [6 V! p* P( m•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
* I) C' c* Y$ r8 ^; d. R•be found admissible to Canada; and
6 r+ `2 d# J: S; N2 Y- A6 |! d# a- A•meet certain other conditions
7 ?2 W9 p$ w) f" Y- N& Z没有明确提到是给已经申请移民的人。
