who  can apply，  说
To apply for the Parent and Grandparent Super Visa, you must:
* h5 D0 g+ W( B" f# R( Y
•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
•be found admissible to Canada; and
•meet certain other conditions
没有明确提到是给已经申请移民的人。

之前几星期的新闻报道里，中文报纸也是说给已经申请移民的，但英文的里找不到这条。
