on the issues that matter. Prime Minister Harper and I have been clear
6 h# e# e4 C0 A ]: `1 Sthat we cannot support imposing a UBB business model on wholesale Internet
2 D) N( [0 ], }( aservice providers.1 j$ o6 L, \" i
. J! x( b I4 k, HOur government recognizes that the Internet and digital technologies are1 @. O. S' c% z7 i4 \
an increasingly important part of everyday life—including driving
7 n( R! ?/ r. R6 Tinnovation, commerce and social interaction. As the government develops
# `* N3 o, z5 X& K+ u7 R, R( `* ]' [Canada’s first comprehensive Digital Economy Strategy, we need to look
7 D s' y7 F. Q9 F" I3 S: ]- kcarefully at how issues like UBB affect the big picture. We will be+ B, y/ T& r" Q3 B
guided by our long-standing policies of encouraging competition and
3 p0 t1 i W( z- C+ T6 K: K- O/ ainvestment, increasing consumer choice, minimizing regulation and allowing: U- m2 D i7 _, U, b5 J7 V
market forces to prevail.

/ U1 _# B; w9 [$ zThe Canadian Radio-television and Telecommunications Commission (CRTC) has
2 M+ c2 y+ n' ^; x0 B: `' m+ T9 @/ `chosen to examine these concerns that the government shares with a large
( R) P' [5 t! K H$ Tnumber of Canadians. Details of the CRTC consultation are available at

v$ ^5 f: x+ o. R3 O( T* p% `When the CRTC reaches a final decision following its consultations, the
! e2 r1 G' l) T3 Vgovernment will carefully assess the CRTC position to ensure that it is in
) d4 r4 A, D+ B, V% \. C2 Aline with the best interests of Canadian consumers and encourages8 H' d9 Y: _1 e" K n
competition among internet service providers. I will be recommending that
- W9 q: k) F" V8 d3 a7 o9 `- ]any decision counter to these foundational principles be reversed.8 {: P# t' w+ w1 n) o- I$ k
