that we cannot support imposing a UBB business model on wholesale Internet0 f9 q& N+ p9 u) |3 O7 K, `+ V
service providers.

Our government recognizes that the Internet and digital technologies are
+ S" G5 S' L7 [& F ian increasingly important part of everyday life—including driving( A! B/ i5 @+ e* H& l
innovation, commerce and social interaction. As the government develops9 ? M- ^% G/ r
Canada’s first comprehensive Digital Economy Strategy, we need to look
' p m" i: o5 r! s, h6 `7 z% X$ ncarefully at how issues like UBB affect the big picture. We will be
. m( c$ H% N# d9 \5 v* F/ sguided by our long-standing policies of encouraging competition and
% M& h+ ^: G: _: [1 Y; Qinvestment, increasing consumer choice, minimizing regulation and allowing8 l! X& x# u" x+ b$ ~5 d; N
market forces to prevail. ; @$ U; C) E# n, k6 R/ M
1 i0 L9 G3 f1 V& A0 x A% f9 l' JThe Canadian Radio-television and Telecommunications Commission (CRTC) has
, ~! i! Z+ C! L( |& D$ ^1 [chosen to examine these concerns that the government shares with a large7 m/ R$ P& N8 m1 ^
number of Canadians. Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the# F9 r. E" ]/ [
government will carefully assess the CRTC position to ensure that it is in, l7 P2 [! a( h( ~2 C' r
line with the best interests of Canadian consumers and encourages
8 S, ~* h0 q: A6 y6 z9 fcompetition among internet service providers. I will be recommending that! \( `6 C- M' [ F) L
any decision counter to these foundational principles be reversed.. l$ G# M1 [$ P
