for Internet services. It is essential that I hear the views of Canadians. P* R, W* N# l: F3 u
on the issues that matter. Prime Minister Harper and I have been clear0 c+ v- P* ~4 d( B4 \0 [1 u' |
that we cannot support imposing a UBB business model on wholesale Internet
! M* i D% o: y" ?2 x0 _* S; sservice providers.

, k2 H0 W7 M: x% {% GOur government recognizes that the Internet and digital technologies are. s8 q/ d$ T* j$ J
an increasingly important part of everyday life—including driving8 i2 J4 V$ B$ r5 F9 y
innovation, commerce and social interaction. As the government develops! d) N2 _2 `1 _* \- s2 ]
Canada’s first comprehensive Digital Economy Strategy, we need to look
k7 @2 W6 e8 {3 C0 ?7 m9 x4 ^carefully at how issues like UBB affect the big picture. We will be
' S4 ]- `5 N9 C. ?2 hguided by our long-standing policies of encouraging competition and1 t. o! o B9 ]3 t8 `: ?
investment, increasing consumer choice, minimizing regulation and allowing5 Z/ T! b% D+ b4 N. K
market forces to prevail.
% i! y; d3 S- m$ q# p' s( D! Y* ?% l6 y i e+ w/ C
The Canadian Radio-television and Telecommunications Commission (CRTC) has& {( @$ c3 Q- s. C
chosen to examine these concerns that the government shares with a large

When the CRTC reaches a final decision following its consultations, the# E/ w7 B$ @: l* L
government will carefully assess the CRTC position to ensure that it is in. |, q, b) z/ Q- p; a3 G6 q
line with the best interests of Canadian consumers and encourages
2 `' o D& v7 g- C7 T) Jcompetition among internet service providers. I will be recommending that/ X+ ^% I1 y5 z3 Y6 e5 x# k) f
any decision counter to these foundational principles be reversed.) _( O6 E8 C& g/ K/ E
