that we cannot support imposing a UBB business model on wholesale Internet

Our government recognizes that the Internet and digital technologies are
5 n- ~7 _3 R% p+ y% Q5 San increasingly important part of everyday life—including driving
5 e% ^* Z9 ^! [5 L. d( iinnovation, commerce and social interaction. As the government develops
6 {+ \+ O, z! o+ W6 O% GCanada’s first comprehensive Digital Economy Strategy, we need to look
carefully at how issues like UBB affect the big picture.  We will be
guided by our long-standing policies of encouraging competition and
5 F: S1 Z" M4 Hinvestment, increasing consumer choice, minimizing regulation and allowing
' n' A5 Y; b8 S/ T! F* N( p/ ^$ Umarket forces to prevail.

& s' ^4 h7 a" n, d! [The Canadian Radio-television and Telecommunications Commission (CRTC) has
chosen to examine these concerns that the government shares with a large
1 ?$ R6 y, P8 Z/ gnumber of Canadians.  Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the
government will carefully assess the CRTC position to ensure that it is in
: c1 k8 }0 ]! A2 X( qline with the best interests of Canadian consumers and encourages
competition among internet service providers.  I will be recommending that
. h5 [8 y& ?5 D+ many decision counter to these foundational principles be reversed.
