out of province inspection and modification

I have an United States vehicle and need to have out of country and out of province inspection, and some modifications. I went to Ford Dealer, and they told me that the modification of daytime running lights need to around CAD 600.
" {& C9 G+ D% [  G' r6 B) cDoes someone recommend a good and cheaper place to such modification?
