有关fail to produce insurance card

昨天被pull over了，然后警察要看我的保险卡。但是当时我存的电子保险卡的程序出问题了，登不上。给我开了一个fail to produce insurance card。 第二天我找到了，不知道这种情况能开庭吗？或者直接去罚单上写的警察局cancel？
